Insulating basement from exterior

I live in cold Canada. This spring I am installing weeping tile and blue skinning the foundation. Recently I was told about adding rigid foam to insulate the basement. Couple questions...
1) rigid foam or spray foam?
2) would the layers abe...foundation/blue skin/then rigid or spray foam
3) since I am redoing the exterior completely. I imagine I should insulate all the way from weeping tile up to roof

I know that there are applications were spray foam can be used on the exterior, however, I do not trust them.

Rigid foam to the exterior is a much more trusted application here.
