My problem is i have a manufactured home that has a deck built onto the front corner of the home the floor is just regular deck boards. Under the home it has a perm block foundation. My issue is when it gets cold my water freezes because my water comes in under the deck and i get rain, snow, and cold air coming down thru the spaces of the deck boards. Does anyone know a way to insulate it so that it stops the air, rain, snow etc from causing my water to freeze. I have my water pipes insulated with foam tube insulation. I have thought about just putting in roll insulation up but im afraid that with the rain that comes in it will just get wet and then i will have to deal with mold and rot. Please help because all i can come up with is to run a new water line that doesnt come out under my deck.

I suspect that insulating the deck is a waste of time. Insulating the pipes better would be the thing to do. Using heat tape/wire under the pipe insualtion should help.
