I need to cut a 2"X 3" piece out of a window frame so I can fit a shelf into the space. What tool(s) can I use to remove this chunk of wood?

It would help is you stated what piece of wood you're referring to.
Photos would help.
Some wood can't be removed, just because it's in the way.
