A plumber told me the water pressure to the house was too high, and would cause damage to pipes and such. Said there is a water pressure regular at the street near the water meter - and it needs replacment.

Bunk or truth? If truth, what is involved in replacing the regulator?

TRUTH....
water pressure should range between 60 and 80 psi. Any higher especially in excess of 100 can damage plumbimg and valves in appliances such as dishwasher, washing machine, ice maker, etc. See my blog about pressure here on the DIY BLOGS or on my blogsite which is listed on my profile.
As far as the pressure regulator I recommend you let your licensed plumber do the job.

it may be the city's responsibility or yours, depending on which side of the meter it's on, but it does need fixin'!

you should have no more than 60 psi on/at the fixtures

Anything over 80 lbs is high. Under 30 presents problems. Anything inbetween is "normal". The problems involved in replacing the regulator depend on the fittings used to install it. Your main water line is not something you want to have broken down for any length of time.

This house & last it varied between 80-85
I have learned not to leave hoses turned on as they will burst from the pressure
