What's on the ground now, in that picture it's hard to tell.
I see all the other yards have grass and your's looks like dirt or concrete.
Someone would really have to be on site to look this one over to figure it out.

Click on the Garage Build link in my signature....the first part of it shows how I did my foundation....if you pour your footings with an 8" stem wall....you have a way to keep water out (and your walls away from the water). You use the dirt that you took out of the foundation to properly grade your yard.

I don't exactly buy into the 'remediation' comment above....if the water has no where to go from your yard, it would be more of a general issue for the whole neighborhood.

If anything...put in a drainage pipe from your back yard to the street.

CJ--a neighbor near by has a similar problem----He sink a sump pit into the yard and pumps the water to the front yard where it can drain to the ditch---

Natural drainage is always the best----but if that is not an affordable option---think about a pump.

You would need to bury a 1 1/2" or 2" PVC pipe under the ground and run it from the new sump pit to a place (front yard) that will drain away---add a sump pump to the pit and an electrical cord---that's it---
