My basement slab is uneven and some part is so thin that it is always a little damp.
Can I apply a thin coat of "hydraulic cement" in the area to keep dampness out? I believe for damp proofing it would be better to use hydraulic cement than "leveling concrete". I do not want to dig down and pour new concrete due to the high cost.
I would appreciate some advise. Thanks.
