Are those disconnects you put next to an HVAC unit mandatory code or just good practice? I have a theft problem on my ranch. This box makes it easy for crooks to avoid getting zapped. I am installing a small 2 zone mini-split. Nothing big. 30AMP. Water heater uses 30AMPs and does not have one of those switches. I can just as easily turn the breaker off to cut the power. Can I avoid installing one of these or will the inspector get a cow?

Required by code here.
Put a lock on it.
Anyone with a screw driver could still still steal it without getting shocked.

The disconnect has to be readily accessible and within site (50'). There are lockable ones. Explain the situation to your inspector to see if he'll allow a lockable disconnect out of site. Reference 440.14 exception No.1 (NEC 2011). It's not your situation at all but he might let it by.
