How would you frame around this drain pipe.

The pipe in question is the 4" drain pipe running horizontal at the top of the wall. Approx 30'.

I know I could just move the wall in front if the pipe but I don't wan to give up the space.

The biggest question is how to i secure the wall if the top plate does not his the floor joists.

I plan on having 2" XPS direct on the wall behind the frame.

just move the wall out from the foundation. no notching required in the plates or studs
Just build the wall in front of the utilities! You will lose about 8" but this will be unnoticeable, in most cases.
If the wall is built away from the foundation, care must be taken to observe local building codes regarding fire blocking.
Ok. Should i put some blocks in to hold the XPS or just hope my glue holds up over time?

A suitable adhesive will outlast the XPS!

Have you considered having the insulation sprayed on?
I have thought about it. However, I see lots of comments about it being very expensive.

Guess i should get some quotes.
