Recently lunched at my brother's new construction townhouse, and he noted that their candelabra light fixture in the dining room has a very intermittent flicker problem. It appears that about every 6 - 8 minutes, the bulbs all brighten for a split second, then return to normal. Timing is not precise but varies around that window I described.

Everything in the house is new.

The fixture is on a dimmer switch, which seems to work normally.

So how does one go about troubleshooting this?

And this is the only light affected?

I would see what circuit the light is on and verify no other lights/receptacles are affected.

I would then disconnect the light and connect a temporary fixture to the conductors in the dining room box and see if it is the fixture or the circuit wiring. Are you sure this is not time to the HVAC unit running, sump pump, refrig, sewage pump?

Check the panel for loose connections.
Check the Light switch for loose connections on the switch and the splices in the box.

Work your way back to the panel, typically if it was the circuit wiring we would divide and conquer, guess the middle and work in either direction either direction and go from there using the temporary lamp.

WORK SAFE, Power off each time you go into a box then re-energize when the temporary fixture is connected.
