I'd be inclined to try insulating the steam line as a first option. Insulating the cold water line may slow the condensation, but it's unlikely to stop it, which means you'll have moisture confined by the pipe insulation. The steam line won't be sweating, so insulating it seems like a good first step (the energy efficiency gain is another reason to insulate the steam line). The pipe insulation is very cheap, so if you end up insulating both, you're only out a few bucks more.
