how to secure 3 inches 2x (2x4) to ceiling joist 2 inches

i'm trying to have a 2x(2x4)s going horizontally against a ceiling joist of 2 inches. I', having a hard time finding a way to screw the woods together securely. i literally stood at home depot looking at all the brackets for 20mins and came home with all the wrong ones. anyone have a pic of bracket i can use?

Screw one 2x4 to the ceiling. Make the wall with one 2x4 top plate.
Raise the wall into place and screw one plate to the other.
