Two flat screw drivers will pop it off.
Clean off that rust with a wire brush first.
It it does not break once it's off lay it on some thing hard and flat and give it a light tap with a hammer and it can be reused.
I use a socket close the outside diam. to tap it back on.

Nevermind. I tried all sort of prying and even tried cutting it off w/ my Fein-knockoff.

Nada.

Then I saw my neighbors leave for church. Now that the swearing wouldn't bother them I applied, with vigor, a 5 lb sledge to the backside of the wheels!

Two $10 wheels from Tractor Supply and it's good as new!

For reference purposes for the next person that has this problem.

2 Rolling Wedge Bars, will remove those retainers easily.

One bar on either side of the axle under the clip, pry in opposite directions simultaneously, the clip pops right of.
