Hi folks, I'm hoping someone can provide some direction in regards to removing paint from exposed concrete foundation. I moved into a raised bungalow and the previous owners decided to paint the exposed concrete foundation a "lovely" brown color with what looks to be exterior paint. Some of the paint has flaked but some of it has really adhered and is difficult to remove. What is the best way to remove it? Are their any solvents I can try to rub on (i.e. paint remover) or is the best way to get this off an angle grinder? Any help would be greatly appreciated!!

Why does it need to be removed? Just paint over it.
It's going to be near impossible to remove without sand blasting.
