Difficult scenario hack saw requires way too much manual labor. Sawzall will work until the concrete destroys the blade. If you have a sawzall just cut through the steel at a slow speed and stop before hitting the concrete. Use tap magic(works best)as a cutting fluid but WD40 works too as most people have this at home. Use a metal cutting blade 18 or 24 TPI but not 32. 32 TPI is for thin wall metals only. For your application 24 TPI should work well.

I built this tandem trailer frame using a nothing but a hacksaw. Just after that i took several arm wrestling championships in my class. :vs_laugh:

All jokes aside, cut within a few thousandths of being through on the 4 sides concentrating a little more on the corners, then place the cut between a couple of 2x4 blocks a couple feet apart, drive your truck on the cut area and the concrete will break. About a 15-20 minute job with a 18 tooth blade.

Hack saw through the metal. Then use a chisel and hammer to break the concrete.

Alternatively you could drive to your local Indian reservation and purchase some M-500s and strap to the pole. Then ignite. Wear eye protection.

Or dig a 10' long trench and bury it. The steel will eventually return to the Earth, and concrete is nothing more than just rock anyways.

There are a lot of ways to get rid of it. Throw it into your neighbors yard.

Cut it in 1/3 pieces. Most people will cut in half then find it's still too long for disposal needing to make two more cuts. Cutting in in 1/3 pieces will eliminate one more cut. As cmwhitmoyer said if you have a grinder that would be best. Don't need to chisel the cement, just drop it on the ground to break the cement after cutting the steel.
Seems like you have plenty of options now depending on which tools you have.

A lot of people like free.

Also, call a metal recycling company to see if they will pick up at no charge.
