i tried PL landscaping caulk/glue, and gorilla glue,

then i got a bag of cement going, but it was way too thick and didnt seem to bond to anything anyway.

should i use like a tile thin set?

the paving stones or whatever they are hang over about 2 inches, so they really need to be bonded well.

gorilla glue ? pl ? mortar mix instead & get rid of that bodacious overhang or you'll eventually have trip/falls

The best thing that you can do is remove everything, and start over, from the substructure up.
