at 1st didn't see rebar,,, 2nd look, possible,,, NEVER attach exterior conc to structure,,, understand why it was done but its wrong,,, IF its there, neal's right - cut it,,, do NOT encapsulate it w/repair mortar,,, however you'll need to support the deck underneath according to pro engineer's assessment,,, we would for our clients

There is a patch there like maybe it has been lifted.
