I am doing a minor reno in a new house. I took out a wall and in it was two strands of 12-2 that went to one outlet. That wiring will not be used anymore, I don't want to splice into them or run them to a different location. I can not tell how the wires run back to the box so I can't pull them out so I want to hide then in the floor. Can I just cap it with some wire screws? Or should I put a box around it? The box is less favorable because I would have to cut a hole in the sub floor to hide it. But is that the safer option? Thanks J

The cable splice must be in a junction box.
The box must have a cover.
The box must be accessible.
If there is a basement with an open ceiling below, the box can be under the floor.
If the cables are too short you can use two boxes and add some cable.

If you have a basement or crawl space, you could pull the wires below the floor and have a box that is accessible from below.

One of your 12/2 cables is bringing the power to the receptacle that you removed. The second 12/2 cable is taking power to one or more other devices elsewhere. You need to splice them together, or identify the dead devices downstream of that location and figure out a new way to power them.

Re-running power to pickup a portion of a circuit that got cut off and islanded by mistake can sometimes be really expensive.

You should never have a non-accessible junction box. All JBs must be accessible.

Joed was just bringing up the point that wires don't always stretch to go to a junction box that is in a new location above or below the old receptacle position.

Some times it is easier to swing the load side cable to a new position closer to is source to make that box more easily accessible. You also same thing on the load side moving towards the load. Then you run a new length of cable between the two locations.
