How should conduit (PVC in this particular case) terminate at or above a drywalled ceiling? Specific case is a surface-mounted subpanel in an attached garage. Would it just be a hole in the ceiling drywall, through which the conduit passes and then simply ends with the wire coming out?

Are you speaking of conduit to route the branch circuits or to bring in the service conductors? If the branch conductors and the conduit is more than 24" long you might want to reconsider. Bundling branch circuits can cause you to derate the conductors below their normal amperacity.

NEC 312.5 has conditions of conduit sleeve into surface panels. The sleeve cannot penetrate the structural ceiling.
