how many runs can I have in a 1 inch pipe. all #12g wire? I know I can run 29 #12 but don't I need to start derating the wires after a certain number of hots?

You can have 9 (nine) #14, #12 or #10 CCC (current carrying conductors), which includes neutrals, before you even have to consider derating.

I have 26 #12 wires in a 1inch conduit which 12 are hot and 12 neutrals. there is a 1 inch emt connection to the panel that runs to an Lb and a 1 inch flex to a junction box. the pipe and flex are both about 3 feet in length.

That's a LOT of wire in that pipe. That is the maximum fill.
Who laid that out?

I used to pull THHN # 12 for machine tools that were laid in race ways. 26 wires in a 1” pipe is a lot to say the least.
