Everything was working fine and I had both hot and cold water but I plan on replacing an outdated vanity in the 1st floor guest bathroom with a new pedestal sink so I went under the vanity and shut off the old hot and cold water valves. They were a little tight and took a while to shut off but after working them back and forth by hand, I shut them off. I went outside and shut off the main at the house, came back in and removed the old water lines under the sink from both valves that I shut off.

No leaks, no problems...

Everything is back together, both valves under vanity and main are turned on and I get NO WATER (hot or cold), NOTHING, NADA coming out of the sink but it DOES drip occasionally.

How is this even possible?

That's when I would do what I call a 50/50 check. Shut the valves under vanity back off, disconnect lines and turn valves back on to determine if there is water flowing through H / C stop valves. If there's flow the problem of course is toward the new equipment. If not problem is the other direction - 50/50 odds .

#1, If they where that stuff then the right thing would have been to replace them with new 1/4 turn valves while the water was off.
Another simple thing to check the the aerator to see if it's plugged up with trash from messing with the lines.

As Joe points out.

often shutting off these valves dislodges CRUD buildup inside the line, then when the water is turned on the crud plugs the aerator.

This may be a stupid question but what if water starts flowing again with no lines attached...How do you keep it from shooting out and going all over the place? And FWIW, there's no new equipment, yet. I just put everything back the way it was, for now.

Unless I'm really confused about the set up you have, you should be able to control water flow with the stop valves.

What is the aerator, how do I remove it and clean it?

its the little round screen that the water passes thru as it exits the faucet. May need pliers to loosen it
