Not sure if that is a drop ceiling or not. If it is the tile can simply be pushed up and pulled out at an angle. But I would be more concerned with what is causing that damage in the first place. To me it looks like water damage coming from the corner out.

Drop ceiling...

How do I remove it if it's not a drop ceiling?

The roof used to leak, but it was fixed. I will see the extent of the damage when it is removed.

It's hard to tell from your pictures if that is mold or just staining from the water that leaked onto it. If it's just a stain your easiest solution would be to paint over it with Kilz. It doesn't look like it's a drop ceiling which means it's probably glued or stapled to the old ceiling above it. You just need to pull it down cleanly area and then put up new tiles but it's gonna be very difficult if not impossible to find tiles that match so you may end up having to do the entire room.

If it's not mold, then there is no need to replace.... I will just Kilz over it...

No health issue...

What tool(s) should be necessary to take down this ceiling tile?

Sure looks like ice dam damage or at least a roof leak causing the staining.
Could be a few reasons causing it.
Not enough shingle over hang, no drip edge, old shingles Ect.
Sealing and painting is not going to address the real issue causing it!
