Any ideas on how to restore this old floor grate to original condition?

Get a rattle can of Rustolum from Lowe's

Run a wire brush across it and follow Chrisn's advice. And either move those shoes or throw a drop cloth over them. Who leaves shoes lying around on what is obviously a job site?
