How do I get at this fawcet washer?

Looks like the bell part may thread off. Try that.
Good suggestion. But no dice. With enough force, the bell art does thread off, but it just bumps into the handle and can't go any further. I get about a 180 turn before running out of room. There must be a way to get the handle off before removing the bell art. I tried pulling really hard, but it doesn't pull straight up.

put a screw driver between the handle and bell housing and pry up, long time ago handles like that use to snap onto a spring plastic clip..always said this will be a pita to remove..
