My tenant lined her drip trays for the surface burners with aluminum foil and must have shorted something out. Now the 'Surface Units' light stays on all the time and the back right burner has a spark that moves round and round the coil when you turn it on. I don't see any indication that the problem coil has melted at the plug end or that the receptacle has melted. The other 3 burners seem to work fine.

I doubt lining the pan with foil caused the problem. You have 2 problems. 1) you need a new element 2) you need a new burner switch
