We recently moved to a new house and this one has us stumped, any idea what might be happening?

Cold water taps on both kitchen sinks run warm water for several minutes before turning cold. It’s noticeably warm, but not completely hot as if the lines were switched. It was a hot summer, so at first we thought the lines were uninsulated and heating up from ambient air. Investigated further and the lines are located in an open crawl space below the kitchen and appear to be cladded in foam insulation covers, nothing appears broken or leaking in visible areas. Now that the weather is colder there’s no improvement. We have a standard gas water heater and municipal source water.

If it's just happening with your two kitchen sinks, you may have a faulty valve/cartridge in one of those sink fixtures causing the cross over..

what model/brand fixtures/faucets do you have?

Not sure on the brand, but I don’t think it’s a cartridge style faucet. Sounds like a crossover pipe and recirculator issue.
