When I open the shut-off valve (located in my basement) to spigot on the front of my house and open the spigot, I get a leak in my basement coming from the wall where the piping goes thru. Luckily my basement is unfinished so I can see where the water is dripping/leaking from. In the image below, i've circled the leak spot in red.

That said, when the cut-off valve is open and the spigot is closed, I don’t see a leak.

I know little to none about plumbing so I’m just trying to narrow down what the issue could be. Being that it doesn’t leak when the spigot is closed, does that provide any clues on where/what the issue could be?

Leaving a hose on the bib during freezing weather will cause the column of water that is normally evacuated when the valve is closed to rupture the copper pipe encasing the unit. Another reason is for the bib not to have the nylon angle spacer placed on top to cause a slight downward tilt to the head to allow water to leak out when turned off.

That's the causes. You will need to replace the entire bib assembly since the copper tube is ruptured. No repair would be possible.

The valve has frozen and the portion inside the house is split. It needs to be replaced. With the water cut off, unscrew the valve from the plastic pipe.

Unscrew it from the CPVC and take it with you so you'll get the proper length, then you can replace it. You'll need a good thread sealant. The pipe and all will come with the faucet. https://www.homedepot.com/p/Merrill...ti-Siphon-Outdoor-Wall-Faucet-MAP12/308176882
The link is for a PEX connected valve, he needs one with 1/2' male threads.

If the freeze proof faucet split it will leak when the inside shutoff and outside handle are both turned on. They split downstream of the shutoff controlled outside. If it leaks with the inside on and the outside off, it us probably not a freeze split faucet unit.
