Long story short, I'm putting up a ceiling fan at my parents house, it's an older home and after foolishly taking the other fan down and not snapping a pic of the previous wire hookup (base of the fan was really close to the ceiling so it was near impossible to really inspect it) I'm left a bit confused. All 3 wires were in use on the previous hookup that you see in the pic. I tested the wires and the ones with the red arrows are live and the one with the blue arrow appears to not put out anything. The wiring on the new fan has black, blue and white wires...help! (Will include pic in next post since I need at least 1 post to include a pic)

If both the fan and light are switched, switch one off to determine which wire was for which switch. If just the light was switched, turn it off and one of the black wires will go dead. That will then be your light. The white wire which you have no voltage differential to your grounded box is your identified circuit conductor. (Neutral)

The box you have is not rated for fan support. It also doesn't look like the wiring was grounded so it should not have been extended.

Looks like they may have a switch leg. If you are measring across the blacks, you should be getting nothing, because only the old cloth jacket wire should have power. What were you using to check power?

So where is the Neutral for that run of Romex? Did someone run it from the switch as a way to control Fan with one and light with the other?

Pull the switch and look at how that is wired.
