That looks like a storm window. When the screens are up and it rains it allows rain water to drain off the sill. Did they add a newer window on the outside and remove the original window? I see the window tracks but no window.

the window was up, that's why you can't see it. thanks again.

:laughing::laughing::laughing: .......... he is right though, those are essentially "weep holes" to remove moisture.

and allow bugs to come in. Look just about the right size to let wasps in.

I don't know what exactly I would use but I would likely screen off the holes so bugs don't come in them but still allow for drainage.
