Hi. I have removed old wallpaper and the backing from the . Behind the backing is this white layer(kind of stretchy, when a little wet) and I am not sure what it is(paint, paste?) and if I need to remove it. Some parts come off easy, but most of it is very difficult to remove(maybe I am not doing it properly).

The layers are: wallpaper, wallpaper backing, white layer, drywall.

So My question is do I need to remove this white layer. If so, what is the best method. If not, can I just apply Gardz and put paint on it afterwards?

Appreciate all the help!!

Thanks for the replies!!

Here is close up of the white layer that I was able to scrape off before, if that helps to clear up if its a primer!

So as a follow up questions, for the remaining walls, I should be careful not to remove the primer?

And if the primer uniformly stays on the other walls, would I still need to skim coat?

Thanks again!!

Yes, the only problem being that he said it came off quite easily in some spots.
Got it, Jeff. Remember we are throwing darts, blindly I might add, at a dartboard (the problem) when someone posts a situation they are up against. I can tell you that I don't expect to give the right advice every time. I'm throwing a dart (answer) that I hope will be PART of the solution as everyone adds their input.

Also, it's not unusual for primer to come off from the stress of pulling off paper. It doesn't happen as often as the facing paper of the drywall coming off the gypsum, but, it happens. Just throwing darts, and, I guess I missed the bullseye this time. Oops.
