I recently lacquered an old jewelry stand, but with the spray kind in black. I have multiple layers done and although some of it looks good, there are large spots that have an uneven almost bubbled look. I'm wondering if I would have to sand down everything, re-prime and start again or if this can be fixed? Also, I'm new to lacquer and don't know why this happened.

I would re-sand and start over. Lacquer is a fickle beast. It's a "hot" coating meaning serious solvents in it that can react with anything on the surface. It dries so fast.......especially from a spray can. It's really difficult to get a good finish with spray can lacquer, at least that's been my experience.
