Help to identify leak

Hi all,
We've been having a problem with what I presume is a leak for some time in one of the upstairs bedrooms, where the ceiling and wall meet. We have a damp meter and it's reading 20-30 in the damp patches.

It's around where there's a chimney, so roofers have been out and stripped about 1m of tiles out all the way around the chimney, then stripped everything else out around the chimney including the old lead back gutter and existing timber battens, replaced everything around the chimney stack, new Code 4 Lead back gutter installed, new membrane installed, new tile battens, new tiles, new code lead apron to the front of the chimney, new soakers and step flashing.

However, months on and it's still damp.

My husband cleared out and replaced some of the old insulation. At the point there was no insulation there it did seem to get damper, but when we've checked the loft above the leak it's completely dry.

A chimney sweep has been out to check if there's a blockage but there's air coming through.

Any ideas of how we can identify what is causing the problem?

The roof is not in great condition, but obviously a big and expensive job to replace and we would like to figure out what the issue is first.

It's not very clear from the pictures but we've drawn a line around where the damp is and there's also a picture of outside.
