Was outside this morning cleaning up and noticed that the heat pump outside has a little bit of frost on the coils. Is this something I should be concerned about? Is it not as effective when it does this?

The weather when I seen it frosted slightly was

24 degree dewpoint

Indoor temp
set at 73 degree
actual temp 73

Sounds like it was pretty cold in your area.
Frosting is normal. That's what the defrost control in the unit is for. Heavy ice/thick frost is not normal.

Windchill has little to no bearing on a heat pump. Except when its in defrost.

Without knowing the actual temp, can't tell much about whether it should have a lot of frost or not.

30°F at a 15MPH wind is a windchill of 19°F.

should defrost itself every 60-90 minutes or so or on demand when there's too much. most are timed.
