Heat not blowing to 2nd fl bedrooms

I live in a two-story single family and I've got a brand new furance and also ducts recently cleaned. I just cant figure out why sufficant heat is not blowing through the 2nd story floor vents. PLEASE HELP

Check the temp in all registers in cooling and heating. The temp difference should be small
Also, make sure you have adequate return air vents. If the old air is not drawn out, the new air will not get there is any qualtity.

Is it safe to assume that the old system worked properly? Is the new unit smaller than the old? Any other changes? I too would look for a closed damper. Have you gotten any help from the installer yet?
try running the circulating fan on constant low or medium speed..you may have to call the installer back to set up the thermostat/controls to do this..
