Have a question about insulating

Hi I have a insulation question. My wife and I recently purchased a home and I have gutted most of the main floor rooms. Kitchen living/dining area and foyer are, but I have 3 bedrooms and a bath that are not. Or at least not getting done yet. The house had blown in insulation. Im almost ready to insulate and not sure if I should blow in or tack up the faced batts. Someone was telling me about building up my attic rafters so I could fit double the amount of insulation. I'm leaning more twords the batts but will that be enough insulation alone. I can always roll out batts on top of the 2x6 rafters later. Any advise anyone can give me would be appreciated?
Btw my climate is ne Pennsylvania

i would roll the extra bats over the ones between the joists perpendicular to the joists.
