I am trying to complete an addition to my home that started 2 years ago. I have gone through 3 electricians on the project and trying to finish the rest myself. I had a circuit breaker that would buzz then trip. I at first thought it was a short, but then put my wulti meter on the wire of that circuit breaker when it was off and I had 120 volts even though the breaker was off. I also had 120 volts on the neutral line for that circuit. Any thought and solutions would be greatly appreciated

The circuit in question is probably tied into another circuit somewhere, possibly in a receptacle/switch box, etc., in or near your addition.

Start by turning off other breakers until the voltage disappears. Then open the recpt/switch/j-boxes/lights, etc…I’ll bet you’ll find those 2 circuits tied together somewhere.

Would are you using to detect the voltage? Pen type non-contact detectors can give false positives.
