Table saw blade exits cut on downward side. Therefore, face up. As to nails, I never ever nail stair treads. They are always glued with a heavy duty construction adhesive.....AND they get two evenly spaced 3” screws into each carriage. SO, first I use a Forstner bit to drill clean 3/8” holes in carefully measured locations. Then glue and screw. First coat of poly then goes on. Then cut a bunch of plugs from some scrap treads. Bit of carpenters glue in the holes, orient plug with the grain and tap in. When all is dry, sharp chisel and a bit of sandpaper will clean up the plug.....and then remaining coats of poly. An option would be to pick a different type of wood, perhaps a dark one like mahogany or walnut, And fill the holes with that.

Is Loctite heavy duty enough?

What is meant by "poly?"

Use a hole saw to make plugs?
