What type of vents, where and why? Attic vents work from low to high so need some of both.

Any exhaust fans being vented into the attic or at the soffits?

Charles, your short posts are not giving us enough information to help you.
1. Are you trying to vent the attic?
2. Why?
3. Is there any other ventilation up there, at the soffits, ridge, or gables?
4. You said ceiling, now you say walls?

Ok, we're struggling but we are getting there.
Attics are often hot and that does not cause paint to peel. Moisture does, but that moisture would be coming from inside the house.

What state are you in so we can judge the climate?

Was the ceiling recently painted?
Can you get into the sttic to inspect the top side of the problem areas?

Bud

Also, is there an air conditioner up there?

Check Bud's post #9, you may find the ceiling insulation lacking in those spots allowing room moisture to condense there due to plaster temps reduced for condensation.
