Sorry but in my opinion what you are suggesting is in violation of NEC 408.41 same circuit or not.
It would be true that if you were running two circuits from a single pole breaker that both would be the 'same circuit' and protected at 15 amps only. Squared d breakers would allow this type of circuit. However connecting the two grounded conductors at the panelboard then pigtailing to a single termination is a bad practice and IMO is not considered nor the intent of 408.41.

I would agree with Stubbie. Pigtailing the neutrals together and upsizing the pigtail is not something I would do.
