Who knows, since it could be a number of variables. Got colder out, house has no electric, blew a fuse, capacitor went out. Your guess is as good as anyone else's, due to limited info given.

The heat pump is running although the fan stops for an instant after about a minute of running then starts back up just as quick. Would that be the capacitor

Could be. Be careful when checking the capacitor, since it can knock you on your butt if you touch the terminals. You will need a meter that allows for checking resistance, amps, volts. You would be looking for the time of current drain, once it charges.
