Goodman ARUF Won't Turn On

I have the Goodman AR18-1 Air Handler.
The unit will not turn on. I noticed water in the overflow tray.
Where do I start troubleshooting?

May have a float switch or water detection device in the overflow pan that shuts the unit off when there is water in the overflow pan.
