I have a gfci breaker that is wired to three different bathrooms. The circuit feeds only the receptacles. I push the test button the breaker flips to the off position. I wait a few minutes and it will not flip back on. It is jammed. I will then hit the main and then the gfci breaker will allow me to flip it to the on position. Is this normal operation? It never trips on its own, have had no trouble with it in the last 35 years. This was the first time I actually hit the test button so I have no idea what normal is.

The breaker should trip on test and reset with the handle. If it does not do that, it should be replaced.

I would say that there's a neutral to ground fault somewhere gfci are really sensitive to this kind of faults and to Me it seems like the gfci is working properly

What brand of breaker do you have?
Did you try moving it to "extreme" off before resetting?
Some of these breakers have move into a "mid-position" when they trip.
