Just found a GFCI that our water conditioner is plugged in to is not powering anything plugged into it. Tried the Test - nothing. Pushed Reset - nothing. Took the plate off and pulled the GFCI out enough to check the screws. Wiring looks good as does the device. I've got a simple tester that lights up when the two probes are getting power. Getting it fine on the bottom pair but nothing on the top pair. Checked the circuit-breaker panel but the CB wasn't tripped - none of 'em are. Just in case, I reset it - no change.
Is the GFCI bad or is it the wire? I'm guessing I need to check the wires vice just the screws. I'm pretty new to electrical so could use some 'plain-language' advice.

Thanks in advance!

Sounds like a bad GFCI unit. If you have power to its "line" terminals, and you can't set it, replace it.

Probably a recent surge fried its guts (have any lightning storms, lately?)
