Getting this brick wall painted, whats the best option??

concrete houses are all the rage now. More those icf walls, but yeah Bob Villa did at least one show on them. If you paint it now you will always be painting it.

What is plastic emulsion paint? I would look into Perma Crete products for that. Or a 100% Acrylic after a good etching.

(sigh)...Acrylic is plastic emulsion...Not knowing any more details about your home, Grant is probably right about etching the concrete first - but an acrylic finish is fine for this type of surface.
