Can one safely cover the open end of the gas furnace pvc vent pipe with screening to keep mice and bugs out?

Can one safely cover the open end of the gas furnace pvc vent pipe with screening to keep mice and bugs out?
PVC gas exhaust pipe so you have a high efficency, 95%, furnace. Yes.
Screening on the intake blocks a good portion of the air. On the exhaust it will freeze. Not a good idea.

Are we talking fresh air or exhaust on the outside of the home?
