Google "stem wall construction"
Always best to build anything at least 6" above grade so the siding and sheathing is not going to rot out from splash back and have water getting in under the walls.

+1 on what Joe said. Don't know where you're located, but if you built walls on a slab here in NE Ohio, the bottom would rot away in about 5-7 years. I usually have 2 courses of block above the slab when I build a garage. Keeps the wood out of the snow.
