you only need to ' tar ' the foundation walls if you don't want water leaking into it :no: then again, can't imagine having a partially underground garage but haven't been in pennsylvania in yrs,,, what did your local bldg dept say/recommend ? IF you would like the wall to last longer w/o bulging, it would be helpful to pour concrete into the cells as block have MUCH less resistance to soil pressure than conc
you wouldn't be using ' tar ' in any event as that must be applied as a hot liquid,,, IF it were mine & i wanted it to last, i would use troweled-on roofing cement & protect it w/hdpe dimpleboard ( miradrain / sonneborn / meadows )
There's no benefit to damproofing/tarring a 4' frost wall.
