I have a garage door that opens from the basement,

I've read the other posts and am finding my project to be similar but I still have some questions. Why is it important to use 2x6 studs rather than 2x4. Is this for additional insulation or structure?
also The driveway is 1.5 inches lower than the slab what do I use to build that up?

2 X 6's will allow you to use R19 insulation instead of just R-13.
1-1/2 is way to close to the grade, your going to have to atlest add one row of block to build the wall on.
Siding and sheathing has to be at least 6" above grade or waters going to be getting in under the wall and the sheathing will rot.

Insulation or structural requirements usually dictate using 2x4 or 2x6.

Fiberglass batt insulation in a 2x4 is better than that in 2x6 because there are no convective loops inherent as it is denser material; 2x4 (r-13) medium density; 2x6 (R-19- really R- 17.5 because of compression) low density, not as good thermally (convective loops), though the R-value is slightly more because of volume.
