Have 1x2 old furring strips attached to block wall. The old nm wiring does not cross the furring strips. The wire goes up between the furring strips for a light switch. Is this installation still acceptable?

We have the same kind of house, cinder blocks with furring strips...nothing is easy with this setup. I believe that installation is still fine. When researching it for my house before, the wire needed to be 1 1/2" or so away from the furring strip, so an errant nail would not penetrate the wire.

How do you guys insulate the outside walls when they are constructed like this. I know in warm climates this method of construction is very common as they need no insulation.
But you are in NJ. How do you guys insulate these walls? Serious question.
