Is it allowable to place a standard upflow gas furnace directly on a concrete basement floor or does it have to be raised up off the floor. I am located in New Jersey.

It can be done.

But, its better to have it off the floor.

That's what I thought but even with it on the floor, the furnace, a/c coil and the plenum puts the clearance between the top of the plenum and the bottom of the floor joists is only 2.5" so i guess it will be on the floor.

Check the rating inside the furnace and call your gas authority. May only need 1" clearance at the top to combustibles. Unless the floor can get wet there is no problem with putting it directly on it.
