The GE panel is tagged for 12 spaces(breakers) even though there are still some knock outs avaiable. Behind the remaining knockout there is no bar to tie into. The current breakers are only 1/2". To add additional breakers do they make a GE twin breaker onlt 1/2" so that i can fit 2 breakers into what is now 1 breaker space?

Yes, They make twin/slim breakers and tandem breakers. Look on the inside of the panel door for the locations in the panel where these types of breakers can be used. What slots and how many to be exact. Here is a picture of a tandem breaker. I personally prefer them over slimlines.
Make sure you follow the manufacturers instructions for the use of these breakers.
